Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2026-2027, FUNDED BY SENATE BILL 1 (SB1), THE ‘ROAD REPAIR AND ACCOUNTABILITY ACT’.”

BACKGROUND

 

In April 2017, the California Governor signed Senate Bill 1 (SB1), known as the “Road Repair and Accountability Act of 2017,” to address the basic road maintenance, rehabilitation, and critical safety needs on both State Highway and Local Streets and Roads. SB1 increases the gasoline fuel excise tax, diesel fuel sales taxes, and vehicle registration fees to generate new transportation revenues for road repairs.

 

Annually, the State Controller will deposit various portions of this new funding into the California Road Maintenance and Rehabilitation Account (RMRA). Administered by the California Transportation Commission (CTC), these funds will be apportioned, on a per capita basis, to eligible cities and counties pursuant to the Streets and Highways Code (SHC) provisions.

 

The estimated funding from the State Department of Finance indicates that the City of Westminster will receive approximately $2,551,474 for Fiscal Year 2026-2027. To receive this funding, the City must submit a proposed annual list of streets and an adopted resolution to CTC for review and approval. Eligible projects from this funding source are:

 

                     Road maintenance and rehabilitation;

                     Safety projects;

                     Railroad grade separations;

                     Complete street components (including active transportation purposes, pedestrian and bicycle safety projects, transit facilities, and drainage and stormwater capture projects in conjunction with any other allowable project); and

                     Traffic control devices.

 

Based on the RMRA requirements, staff has reviewed the City’s Pavement Management Program and identified the following road rehabilitation project to be submitted for funding:

 

                     Bolsa Avenue from Brookhurst Street to Bushard Street

                     Edinger Avenue from Bushard Street to Magnolia Avenue

 

The abovementioned streets are listed on the CIP list in the proposed Fiscal Year 2026-2027 budget.

 

As part of the accountability and transparency measures in SB1, the City is required to submit the proposed list of streets and adopt the subject resolution by July 1, 2026. Additionally, an annual progress report detailing the project status and expenditures must be submitted to CTC by December 1, 2026.

 

FISCAL IMPACT

 

The estimated $2,551.474 in RMRA funding is proposed to be budgeted in Fiscal Year 2026-2027 in the following Capital Improvement Accounts:

 

                     Account No. 55036-362701, “Bolsa Avenue Improvements - Brookhurst to Bushard”, in the amount of $1,814,760.

 

                     Account No. 55036-362702, “Edinger Avenue Improvements - Bushard to Magnolia”, in the amount $736,714.

 

The above expenses will be offset by State Revenue Account 55005-34250 I/GVT-State RMRA.

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

Senate Bill 1 provides vital funding for the City, enabling staff to continue road maintenance and safety improvement projects. Fiscal Year 2026-2027 will be the tenth year of receiving funding through the California Road Maintenance and Rehabilitation Account. Staff are well prepared to manage these funds and execute these projects.
