RECOMMENDED ACTION
Recommendation
Authorize the City Manager to execute Amendment No. 1 to the Contract with the County of Orange, Interval House, and Olive Crest regarding the Family Resource Center.
BACKGROUND
On July 1, 2025, the City entered into an agreement with the County of Orange for the provision of Family Resource Center and Differential Response - Path One Services through June 30, 2028. The Westminster Family Resource Center (FRC) provides services that support families through early intervention, referrals, and stabilization services in coordination with the County and community partners.
The County of Orange administers multiple FRC sites Countywide under an umbrella agreement and periodically updates these agreements to reflect program growth and to ensure compliance with State and Federal requirements.
The County has requested approval of Amendment No. 1 (Attachment 1) following Countywide program expansion and to incorporate required administrative and regulatory updates.
The following is a summary of the updates included in Amendment No. 1:
• Countywide Program Expansion
The County is expanding its FRC program to include two additional sites: Minnie Street Family Resource Center and Newport-Mesa FRC, following approval by the County of Orange Board of Supervisors. As a result, the amendment increases the aggregate not-to-exceed contract amount at the County level to account for the expanded Countywide program. This adjustment applies to the overall FRC program and results in no changes to the Westminster’s FRC budget, staffing, service delivery standards, or scope of services. Westminster’s funding allocation and operations remain unchanged.
• Contract Clarifications
Families and Communities Together (FaCT) is a public-private partnership that supports FRCs and provides program development and administration, funding, and training. Currently, the agreement requires FRCs to have at least three onsite services that are not funded by FaCT. The agreement reduces that requirement to two.
• Updated State Privacy and Security Provisions
Update to Attachment D of the Original Agreement (Attachment 2) in its entirety to update State-required privacy and security provisions. These updates are required by the County to ensure continued compliance with evolving State and Federal privacy, data security, and Medi-Cal program requirements and do not change program operations.
Overall, the amendment is administrative and compliance-related and does not result in financial or programmatic changes to the Westminster FRC.
FISCAL IMPACT
There is no fiscal impact. The amendment does not change the Westminster Family Resource Center’s funding allocation and does not require a budget adjustment.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
Approval of Amendment No. 1 will allow the City to remain aligned with the County, State, and Federal requirements while continuing to provide FRC services. The amendment reflects Countywide program expansion and administrative updates and does not result in changes to the City’s budget or service delivery standards.
