RECOMMENDED ACTION

 

Recommendation

Conduct a second reading and adopt Ordinance No. 2638 entitled, “AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, ADDING CHAPTER 8.22 TO THE WESTMINSTER MUNICIPAL CODE RELATING TO VACANT PROPERTY REGULATIONS FOR NON-RESIDENTIAL BUILDINGS,” read by title only and waive further reading.

BACKGROUND

 

At the May 13, 2026 meeting, the City Council voted 4-0 (Councilwoman Amy Phan West absent) to introduce the ordinance for first reading.

 

Per Government Code Section 36935, the ordinance is being presented for a second reading and adoption. If the City Council adopts the ordinance, the City Clerk will certify its passage. The ordinance will become effective 30 days following adoption, with program implementation beginning August 1, 2026.

 

 

 

FISCAL IMPACT

 

The proposed amendment will not have a direct fiscal impact on the City, as a corresponding fee will be adopted to offset program costs.

 

LEGAL REVIEW

 

The City Attorney’s Office has reviewed the ordinance as to form.

 

CONCLUSION

 

The City Council previously introduced the ordinance for first reading. To finalize the adoption process, the City Council must approve the second reading and adopt the ordinance.
