BACKGROUND

On January 17, 2022, the City Council held a strategic planning workshop to develop the city’s first strategic plan and identify priorities for the city. The workshop, facilitated by Marilyn Snider of Snider and Associates, provided an opportunity for the City Council and select management to review the city’s current mission statement and values; analyze strengths, weaknesses, opportunities, and threats; and establish goals consistent with the mission statement and values.

The resulting three-year strategic plan was comprised of the three following goals:

•                     Achieve financial stability; and

•                     Develop and implement specific plans for Little Saigon, the Downtown District, and the West Side; and

•                     Attract, develop, and retain well-qualified staff.

To support these goals, six-month strategic objectives were developed for gradual implementation through June 15, 2022.

At the June 20, 2022 workshop, the City Council recommended a fourth goal:

•                     Improve customer service delivery to the community.

Follow-up strategic planning workshops took place on June 20, 2022 and February 7, 2023 under Snider and Associates to evaluate the city’s progress in achieving goals through the strategic plan. Upon the recent retirement of Ms. Snider, the City contracted with Tripepi Smith, and the most recent workshop on April 10, 2024 was facilitated by Ryder Todd Smith.

At the recent April 10, 2024 workshop, six-month objectives were developed for the goals, covering the period of April 10, 2024 through November 1, 2024 (Attachment 1). The City Council will meet again in November for the final closeout and report of the first three-year strategic plan prior to the installation of any new council members. After the beginning of the year, the incoming City Council will be participate in developing a new three-year strategic plan.

Previous workshop updates, including presentations and staff reports related to the objectives, are available on the city’s website at https://www.westminster-ca.gov/departments/city-manager/strategic-plan/.

FISCAL IMPACT

There are no financial impacts related to adopting the strategic objectives matrix. However, there may be costs associated with implementation of individual objectives.
