BACKGROUND
Laura Rose Homes aka LSR Properties is requesting use of Bolsa Chica Park for four Movies in the Park on Saturdays, June 21, July 12, August 2 and October 11, 2025 from 3 p.m. until 9 p.m. (includes set up and clean up time). The actual event will take place from dusk to 9 p.m. The anticipated number of participants is 150 people per event.
The event consists of use of an inflatable movie screen, projector and speakers. The applicant will use amplified sound, utilize a generator for electrical needs, have canopies, and provide extra trash containers. Additionally, the applicant will provide pre-packaged food at no cost to attendees.
Staff will discuss compliance with City codes and ordinances with the applicant.
To preserve the safety of the public, and ensure the event is conducted in a safe manner, the application was routed to the following departments to seek their input: Community Services & Recreation Department, Community Development Department (Building, Planning and Code Enforcement Divisions), Public Works Department (Traffic Engineering and Field Operations Divisions), and Police Department (Traffic Division).
As required by Westminster Municipal Code Section 9.61.080, the applicant will be required to submit a Certificate of Liability Insurance in the amount of two million dollars per occurrence and two million dollars in the aggregate, naming the city, the city council, boards and commissioners, its officers, employees, and agents as a named additional insured during the term of the permit. The applicant will also provide a $2,500 security/cleaning deposit.

CONCLUSION
The next step is to approve the Special Event Permit Application for the Movies in the Park at Bolsa Chica Park, subject to the stated conditions.
