A. Rescind Resolution No. 3362 entitled, “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, PROVIDING FOR NO PARKING OR STOPPING ALONG BOTH SIDES OF THE PERIMETER OF BOWLING GREEN PARK FROM DUSK UNTIL DAWN”; and
B. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, PROVIDING FOR NO PARKING OR STOPPING ALONG THE PERIMETER OF BOWLING GREEN PARK FROM 9 P.M. TO 6 A.M.”

BACKGROUND
Staff presented this item at the Traffic Commission meeting on April 28, 2026. Staff informed the Commission that the City Council approved Resolution No. 3362 on March 25, 1997, prohibiting parking along the perimeter of Bowling Green Park from dusk until dawn. At the time, the community was concerned about illegal activities occurring after hours in the park. The terminology “dusk until dawn” is subjective and tends to change depending on the season. Revising the signage to coincide with the park’s operating hours, 6 A.M. to 9 P.M., will provide clear direction for people parking in the area and for enforcement purposes.
To provide clarity and to be consistent with citywide park hours, staff proposed to revise the existing parking restrictions to prohibit parking along the perimeter of Bowling Green Park from 9 P.M. to 6 A.M., replacing the existing “dusk until dawn” language.
Residents were notified of the proposed change.
Vice Chairman Donald Lank moved to approve staff’s recommendation to revise the existing parking restrictions, prohibiting parking along the perimeter of Bowling Green Park from 9 P.M. to 6 A.M., replacing the existing “dusk until dawn” language. The motion was seconded by Commissioner John Gentile.
The motion was carried by a 5-0 vote.
FISCAL IMPACT
The approximate cost of replacing 17 signs is $1,200, which will be funded through Streets Maintenance Account No. 51500-44000.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
Revising the existing parking restrictions and installing new signage to coincide with the park’s operating hours will provide clarity for people parking in the area and for enforcement purposes.
