RECOMMENDED ACTION
Recommendation
A. Receive and file an update from the Ad Hoc Committee;
B. Consider the approval of the professional services agreement with Moore, Iacofano, Goltsman, Inc. (MIG) to conduct a feasibility study for a new building located at Blakey Park in an amount not to exceed $38,913.00;
C. Authorize the City Manager or designee to execute the agreement on the City’s behalf; and
D. If approved, allocate additional budget funding to account number 53000-43090 (Park Maintenance Contractual) for Fiscal Year 2026-27.

BACKGROUND
Blakey Park is a jointly owned property between the City of Westminster and the Westminster Historical Society (WHS). The 2.37-acre site is located at 8612 Westminster Boulevard and contains several structures including the Midway City Women’s Club, art elements, and controlled gated entrance accessible from Westminster Boulevard.
At the March 26, 2025 City Council meeting, Council directed staff to initiate an initial site assessment which included obtaining a title report and commissioning an existing conditions site map. MIG was selected to prepare the existing conditions site map (Attachment 1). The site map was presented to Council at the September 10, 2025 City Council meeting.
On January 28, 2026, Council was presented with a quote for three different scopes of work as outlined below (Attachment 2):
• Scope 1 - Existing Conditions Study - Midway City Women’s Club Building
• Scope 2 - Feasibility Study - Expansion of Existing Midway City Women’s Club Building
• Scope 3 - Feasibility Study - New Building at Blakey Park
Council approved Scope 1 - Existing Conditions Study - Midway City Women’s Club Building. MIG initiated the study in February 2026. They met with staff and WHS during their evaluation. The report has not been finalized at this time.
Along with approving Scope 1, City Council formed an ad hoc committee consisting of Mayor Chi Charlie Nguyen and District 4 Council Member NamQuan Nguyen to work with members of the WHS on the jointly held Blakey Park property. The Ad Hoc Committee and WHS have met several times to discuss the vision for Blakey Park.
At the direction of Council, staff met with WHS to discuss conducting a feasibility study to add a new building in the parking lot area of Blakey Park, described in Scope 3. WHS members voiced support of the City conducting the feasibility study with MIG as described. WHS confirmed its support of Scope 3 in an email (Attachment 3).
The draft agreement with MIG (Attachment 4) includes the project scope, phases, expected deliverables, and fee schedule.
FISCAL IMPACT
The $38,913 expense of the Professional Services Agreement with MIG will be allocated from account number 53000-43090 (Park Maintenance Contractual).
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
In accordance with the Ad Hoc Committee’s recommendation and the support of the Westminster Historical Society the project is ready to move forward to its next phase. Approval of the Professional Services Agreement will allow MIG to conduct a Feasibility Study for a New Building in the rear parking lot area at Blakey Park. Additionally, MIG will deliver conceptual designs for a new facility, walkways, and evaluate infrastructure improvements necessary to add the new building.
