Recommendation
Conduct second reading and adopt Ordinance No. 2637 entitled, “AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, TO AMEND SECTION 10.64.020 OF TITLE 10 (VEHICLES AND TRAFFIC) OF THE WESTMINSTER MUNICIPAL CODE CONCERNING SPEED LIMITS WITHIN THE CITY,” read by title only and waive further reading.

BACKGROUND
The City recently completed the Mendez Freedom Trail Project along Hoover Street. The project added a protected two-way bike lane on the west side of the street between Garden Grove Boulevard and Bolsa Avenue. To make room for the bike lane, the number of travel lanes was reduced from four lanes to two lanes, and a center left-turn lane was added. As a result, the traffic on all four street segments on Hoover Street between Garden Grove Boulevard and Bolsa Avenue were affected. Consistent with the underlying traffic study, the proposed ordinance would reduce the existing posted speed limit from 40 to 35 miles per hour.
At the May 13, 2026 City Council meeting, the City Council voted unanimously to introduce the Ordinance for first reading.
Per Government Code Section 36935, the Ordinance is being presented for second reading and adoption. If the City Council adopts the ordinance, the City Clerk will certify its passage. The ordinance will become effective 30 days following its adoption.
FISCAL IMPACT
The fiscal impact of the recommended actions is minimal, and funds have been budgeted in Fiscal Year 2025-2026 in Account 100-12000-44070 (Advertising) and 100-12000-43090 (Contracts - Quality Code) to cover costs for publication of Westminster Municipal Code amendments.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The City Council previously introduced the Ordinance for first reading. To establish the new speed limits, the City Council must approve the second reading and final adoption of the Ordinance.
