BACKGROUND

In 2022, the City Council adopted its first citywide three-year strategic plan. Highlights of accomplishments and progress related to the previous strategic plan cycle include the discussion and passage of two ballot measures to keep sales tax revenues local; the completion of a citywide compensation and classification study; technology enhancements and implementation of Energov to streamline the permitting experience; the establishment of a City digital billboard program; initiation of annexation of several County unincorporated islands; implementation of initiatives identified in the 2016 General Plan Update such as mixed-use zoning; evaluated economic development and infrastructure enhancement opportunities in the Little Saigon area such as traffic, parking, and streetscapes; and successful recruitment of key customer service personnel such as the webmaster and receptionist to improve communication and public access to services.

On April 28, 2025, the City Council held a strategic planning workshop to develop the city’s second three-year strategic plan and identify priorities for the city. The workshop, facilitated by Ryder Todd Smith of Tripepi Smith, provided an opportunity for the City Council to discuss the previous three-year strategic plan goals and objectives; reflect on lessons learned and how to improve the delivery and implementation of new goals; and consider priorities, concerns, and needs to establish the new set of goals and objectives (Attachment 1).

The resulting three-year strategic plan is comprised of the five following goals, some of which remained as priority goals from the previous plan:

•                     Achieve financial stability;

•                     Implement and support effective land-use policies that encourage quality development;

•                     Attract, develop, and retain well-qualified staff members;

•                     Improve customer service delivery to the community; and

•                     Enhance quality of life and beautification throughout the city.

To support these goals, the first set of six-month strategic plan objectives (Attachment 2) were developed for gradual implementation through October 31, 2025. A follow-up strategic planning workshop will be scheduled after the six-month period to evaluate the City’s progress in achieving goals through the strategic plan.

FISCAL IMPACT

There are no financial impacts related to adopting the strategic plan. However, costs may incur with the implementation of individual objectives, which will be considered for funding on a case-by-case basis.

LEGAL REVIEW

The City Attorney’s Office has reviewed as to form.

CONCLUSION

Strategic planning is crucial to an organization’s success. The strategic plan, developed through collaboration, serves as a guideline for the City Council and staff in achieving goals with a follow-through process. This plan and its objectives were agreed upon by consensus at the workshop, and therefore, staff requests the City Council to adopt the three-year strategic plan for 2025-28 and the six-month strategic objectives matrix for May 1, 2025 through October 31, 2025.
