RECOMMENDED ACTION
Recommendation
The Traffic Commission recommends that the Mayor and City Council adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, PROVIDING FOR NO PARKING OR STOPPING AT A CERTAIN LOCATION ON THE WEST SIDE OF MAGNOLIA STREET, SOUTH OF WESTMINSTER BOULEVARD.”

BACKGROUND
Staff presented this item at the Traffic Commission meeting on October 28, 2025. At that time, staff informed the Commission that numerous requests had been received from residents and commuters to evaluate the feasibility of installing a third southbound travel lane on Magnolia Street between Westminster Boulevard and Hazard Avenue.
This roadway segment is the only portion of Magnolia Street within the City of Westminster that contains only two southbound travel lanes. All other segments of Magnolia Street between the SR-22 Freeway in the City of Garden Grove and the I-405 Freeway in the City of Fountain Valley provide three southbound travel lanes.
As part of the analysis, staff reviewed accident data for the subject corridor. Since 2015, a total of 28 collisions have occurred within this segment, 17 of which involved vehicles traveling southbound on Magnolia Street. Several of these collisions occurred when motorists merged into the number two lane to avoid parked vehicles along the curb.
To accommodate a third southbound travel lane, approximately 200 feet of parking restrictions would need to be installed on the west side of Magnolia Street, resulting in the removal of an estimated ten on-street parking spaces. This is the only segment of Magnolia Street between Hazard Avenue and Westminster Boulevard where on-street parking is currently permitted. Staff conducted multiple site visits during daytime and nighttime hours and determined that, on average, only two of the available on-street spaces were occupied at any given time.
Staff’s recommendation was to approve the installation of 200 feet of parking restrictions on the west side of Magnolia Street to allow for a third southbound travel lane between Westminster Boulevard and Hazard Avenue.
The following people spoke on the subject restrictions at the Traffic Commission meeting:
Robert Mar, 8909 Grandville Circle. Mr. Mar stated that he has lived in the community for over 35 years and serves on the HOA Board. He expressed concern about the safety of vehicles parked on Magnolia Street and noted that there is insufficient on-site parking within the complex. He reported that street parking was consistently full, especially in the evenings, until approximately one year ago. According to Mr. Mar, several accidents and incidents of vandalism have discouraged residents from parking in the area. He requested that, if the recommendation were approved, staff evaluate the feasibility of installing “Keep Clear” pavement markings at the complex entrance and exit.
Brenda Mar, 8909 Grandville Circle. Mrs. Mar is concerned about the backup of traffic when entering and exiting the residential complex.
Chairman Nguyen asked whether “Keep Clear” pavement markings could be installed in the area. Staff responded that the addition of the third southbound travel lane would relieve existing traffic congestion. Staff also noted that the area would be monitored after implementation to assess any remaining congestion. Staff further clarified that a two-way left-turn lane currently exists to provide a refuge area for turning vehicles.
Commissioner Cyril inquired about the locations of the reported collisions. Sergeant Kent stated that most accidents occurred on Magnolia Street between Westminster Boulevard and Hazard Avenue.
Vice Chairman Lank moved to approve staff’s recommendation to install 200 feet of parking restrictions on the west side of Magnolia Street between Westminster Boulevard and Hazard Avenue to accommodate a third southbound travel lane. The motion was seconded by Commissioner Shipp.
The motion was carried by a 5-0 vote.
FISCAL IMPACT
The cost for the striping is estimated at $5,000 to be paid out of CIP Account Number 55036-361402.

CONCLUSION
The installation of 200 feet of parking restrictions on the west side of Magnolia Street would accommodate the addition of a third southbound travel lane between Westminster Boulevard and Hazard Avenue. The implementation of this third lane is anticipated to improve traffic operations and enhance overall roadway safety within the corridor.
