RECOMMENDED ACTION

 

Recommendation

A.                     Approve the Plans and Specifications for the Water Service Line Replacement Project in the Brownstone Lane Condo Community - Plan No: P-2447; and

 

B.                     Authorize the City Engineer to approve minor modifications to the plans and specifications for final project enhancements; and

 

C.                     Authorize the Public Works Department to advertise and solicit construction bids for said project.

BACKGROUND

The Brownstone Lane Condo Community, comprised of 138 units, was originally constructed in the 1970s at the northwest corner of Bolsa Avenue and Bushard Street. In recent years, the Water Division has performed multiple emergency repairs of aging water service lines throughout the property. The subject project will proactively replace the deteriorated water service lines to prevent future leaks and ensure long-term reliability of water service.

The scope of work will consist of the following:

                     Removing existing water saddles and Corporation stops;

                     Installing new water service lines, complete with new corporation stops and saddles;

                     Backfilling and compacting all trenches;

                     Restoring asphalt concrete pavement;

                     Sealing existing pavement cracks;

                     Applying Type II slurry seal; and

                     Installing striping and pavement markings.

The Brownstone Lane Condo Community is a privately owned property. Staff and the HOA Board have collaborated throughout the process, and the Board fully supports the project. The City owns and maintains the water line and has a water easement within the Brownstone Lane Condo Community.

Per Westminster Municipal Code 3.44.120, the Mayor and City Council shall adopt plans and specifications for all public projects requiring the formal bid procedure, pursuant to Public Contract Code Section 22039.

 

Advertising for competitive bidding and the bidding process will be conducted in accordance with the Public Contract Act and the Uniform Cost Account Act. In accordance with the Procurement Policy, staff will return to the Mayor and City Council to recommend award of the contract.

 

The bid opening is planned for January 2026, with the anticipated award date in February 2026. Construction will subsequently commence in March 2026.

 

FISCAL IMPACT

 

Funding for this project is allocated in the CIP Account No. 55502-552400 “Citywide Waterline Improvements.”

 

LEGAL REVIEW

 

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

This essential project will resolve ongoing leakage issues, prevent costly emergency repairs, and ensure reliable water service for all Brownstone Lane Condo Community residents.
