RECOMMENDED ACTION
Recommendation
A. Approve the Fiscal Year 2025/2026 Consolidated Annual Performance and Evaluation Report (CAPER); and
B. Authorize the City Manager to transmit the CAPER to the United States Department of Housing and Urban Development (HUD) by September 30, 2026.

BACKGROUND
The City of Westminster annually receives federal Community Development Block Grant (CDBG) and HOME Investment Partnership (HOME) funds. As a recipient of these funds, the City is required to submit the Consolidated Annual Performance and Evaluation Report (CAPER) to HUD within 90 days of the end of the fiscal year.
The purpose of the CAPER is to:
• Provide HUD with information to assess the City’s performance and compliance with program requirements;
• Inform HUD’s Annual Report to Congress; and
• Provide the City with an opportunity to describe progress toward meeting the objectives of the 2025-2029 Consolidated Plan.
For FY 2025/2026, the City received $970,291 in new CDBG funds and $384,859.87 in new HOME funds. Together with prior-year balances, a total of $998,698.92 in CDBG and $1,194,272.17 in HOME were available to address priority community needs.
The CAPER highlights accomplishments achieved between July 1, 2025 and June 30, 2026, including:
• Provide fair housing services to 108 low- and moderate-income persons.
• Provide family/general public services to 508 low- and moderate-income persons.
• Provide special needs services to 220 elderly persons.
• Provide 19,450 persons with improved sidewalks.
• Provide 7,635 persons with improved streets.
• Provide youth services to 76 youths.
• Provide TBRA services to 46 families.
The CAPER also tracks progress on the City’s five-year Consolidated Plan goals, such as sustaining and strengthening neighborhoods through code enforcement, preserving and creating affordable housing through the Tenant-Based Rental Assistance Program, supporting agencies that assist special needs populations, providing services to families and youth, improving parks, and upgrading public infrastructure.
The draft CAPER was released for a 15-day public review period, on the City’s website and City public counters in compliance with HUD requirements. The public review period is September 15, 2026 through September 30, 2026.
FISCAL IMPACT
There is no fiscal impact associated with this action.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The public review period for the draft FY 2025/26 CAPER has concluded. Following the public hearing, it is recommended that the Mayor and City Council approve the CAPER, accept public comments, and authorize the City Manager to transmit the document to HUD by the September 30, 2026 deadline.
