Recommendation

Accept the subject project and authorize the City Clerk to file a Notice of Completion with the County Clerk-Recorder’s Office.

BACKGROUND

 

On June 12, 2024, the Mayor and City Council approved the plans and specifications for the subject project and authorized staff to advertise the project. On August 14, 2024, the contract was awarded to KASA Construction, Inc. in the amount of $8,199,515, including a 10% contingency allowance of $819,951.50 for potential change orders, for a total of $9,019,466.50.

 

This project is funded by grants from the California Natural Resources Agency Urban Greening Program and the Office of State Senator Tom Umberg through California State Parks. The remaining balance of the project is funded by Gas Tax, Senate Bill 1 (SB1), Municipal Lighting Fund, Measure M2, and the Capital Improvement Program (CIP).

 

 

 

The scope of work for the Mendez Freedom Trail Project consisted of:

 

                     Reconfiguration of a four-lane roadway to a two-lane roadway with a two-way-left-turn lane on Hoover Street between Garden Grove Boulevard and Bolsa Avenue to construct a Class IV bikeway;

 

                     New textured paved medians and landscaped medians with a bioretention swale and irrigation system;

 

                     Street improvements including pavement dig outs, asphalt overlay, crack sealing, slurry seal, and pavement markings;

 

                     Traffic signal upgrades, striping, curb markings, and signage; and

 

                     Installation of four interpretive signage stations featuring precast concrete stools and art panels commemorating the landmark Mendez v. Westminster civil rights case.

 

During the construction phase, there were additional quantities of pavement rehabilitation, concrete sidewalks, landscaping work, utilities, unforeseen conditions, and other approved change orders, totaling $738,642.99. These additional costs are within the previously approved contingency amount.

There were also cost savings due to the reduction in roadway excavation quantity for landscape medians in the amount of $33,816.01.

 

The contract has been satisfactorily completed by KASA Construction, Inc. The final project contract cost, including the approved change orders, is $8,904,341.98.

 

The work performed by KASA Construction, Inc. was inspected and approved by City staff and the landscape architect consultant.

 

The dedication ceremony for the new Mendez Historic Trail & Green Street Bikeway (Mendez Freedom Trail) was held on April 14, 2026.

CONCLUSION

 

KASA Construction, Inc. has satisfactorily completed the contract. It is recommended that the Mayor and the City Council accept the subject project and authorize the City Clerk to file a Notice of Completion with the County Clerk-Recorder’s Office.
