RECOMMENDED ACTION

Recommendation

Approve the granting of a utility easement within Heil Avenue between Magnolia Street and the I-405 freeway to Southern California Edison for the relocation of its electrical and communication facilities.

end

BACKGROUND

Prior to the I-405 Improvement Project, SCE owned aerial utility facilities that spanned across the I-405 freeway and along the south side of Heil Avenue, between Magnolia Street and Newland Street. These SCE facilities were in conflict with the new Heil pedestrian bridge that was part of the I-405 Improvement Project.

As a result, SCE was required to underground the aerial facilities under the freeway and Heil Avenue. SCE had completed the undergrounding work in July 2020 and is now requesting a utility easement right from the City as shown on the Attachment 1 (Proposed SCE Utility Easement Location Map). Currently, the City owns such easement right of Heil Avenue for street and highway purposes.

FISCAL IMPACT

No appropriation is needed for granting the utility easement to SCE.
