BACKGROUND
The City of Westminster established the Homeless Liaison Team to address homelessness through a collaborative, service focused approach. The team consists of four Homeless Liaison Officers and two dedicated case workers who work together to engage unhoused individuals, connect them to essential resources, and support their transition to stable living conditions.
During the first quarter of 2026 (January - March), the Homeless Liaison Team achieved notable progress in outreach, service coordination, and community engagement. Key highlights include:
Outreach and Engagement
The Homeless Liaison Team contacted over 425 individuals while visiting known encampments and areas frequented by unhoused individuals. These visits prioritized building trust, assessing individual needs, and offering services. Additionally, the team engaged with 13 local businesses to discuss homelessness related concerns and collaborative solutions.
Referrals and Service Connections
A total of 14 referrals were made to shelters, housing programs, mental health services, substance abuse treatment facilities, and other support organizations.
Enforcement
After services were offered and declined, the team carried out 100 arrests, issued 13 citations, and cleared 111 encampments.
The Homeless Liaison Team continues to work closely with other city departments, including the Office of the City Manager, Public Works, and Community Development, to ensure a coordinated response to homelessness.

CONCLUSION
