RECOMMENDED ACTION
Recommendation
A. Approve Amendment No. 1 to the Agreement with Willdan Engineering for continued On-Call Consultant Services through the end of June 2026, in the additional amount of $225,000; and
B. Authorize the City Manager or her designee to execute Amendment No. 1 to the Agreement in a form approved by the City Attorney.

BACKGROUND
The Code Enforcement Division within the Community Development Department currently has a key vacancy, which is the Code Enforcement Manager. There is a need to provide supervision for the Code Enforcement Division on an interim basis while recruitment is conducted for the permanent position. In February 2025, the City contracted with Willdan Engineering to provide code enforcement management services; Sergio Verino was assigned as the interim code enforcement manager.
In this capacity, Mr. Verino supervises the code enforcement officers and has been helping Interim Community Development Director Vander Dussen identify new ways to measure and improve division productivity. Standards have been established and are monitored for investigation of new complaints and re-inspections. Complaints submitted via the hotline and the City’s website and app are promptly logged into the permit tracking system. Mr. Verino has also ensured the Code Enforcement Division is more responsive to Council priorities by setting targets for officers to initiate cases, in addition to responding to complaints. He has also increased the number of vendor sweeps to five to seven per month. He recently commenced sweeps in commercial areas to address common signs of blight, such as illegal/dilapidated signs, overgrown or dead landscaping, and exterior deterioration of parking areas and buildings.
Mr. Verino also provides supervision to the Community Preservation Unit. He is developing a policy to manage homeless encampment sweeps in the city to require private property owners to take responsibility for cleaning up encampments.
The original agreement between Willdan Engineering and the City was for a term of one year (from February 2025 to February 2026) for an amount not to exceed $100,000. Due to Mr. Verino’s role in providing additional supervisory support to the Code Enforcement Division and Community Preservation Unit, this amount will be expended soon and needs to be increased.
Amendment No. 1 to the Agreement will not change the scope of services. It will merely extend the term to June of 2026 and increase the amount of the contract by $225,000. The total value of the contract as amended will be $325,000.
FISCAL IMPACT
The cost to fund the contract will be allocated from Code Enforcement salary savings to Code Enforcement contractual account no. 63050-43090 for the current and next fiscal year.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The Code Enforcement Division has a need for high level managerial assistance for an extended period due to the management level vacancy. Approval of this contract amendment will allow continuity of services to supervise code enforcement functions and adequate time to transition responsibilities to a permanent manager.
