RECOMMENDED ACTION
Recommendation
A. Accept the Grant Award from the State of California Office of Traffic Safety (OTS) for a Pedestrian and Bicycle Safety Program in the amount of $19,000; and
B. Authorize the City Manager or her designee to execute the Grant Agreement as drafted; and
C. Amend the Fiscal Year 2026-2027 Adopted Budget by designating grant revenues in the amount of $19,000 and increasing budgeted expenditures of the OTS grant account in the amount of $19,000 for overtime and supplies.

BACKGROUND
The Westminster Police Department has been awarded a $19,000 grant from the State of California Office of Traffic Safety (OTS) for a Pedestrian and Bicycle Safety Program. The grant period extends from October 1, 2026 through September 30, 2027.
The primary objective of this grant is to reduce fatalities and injuries associated with pedestrian and bicycle-related traffic collisions. Grant-funded activities will include classroom education, bicycle rodeos, community outreach events, safety presentations, and educational workshops. These efforts will be concentrated in areas of the city experiencing higher rates of pedestrian and bicycle accidents and complaints.
In addition, the Police Department will partner with community-based organizations to support national safety campaigns such as Walk to School Day and Bicycle Safety Month. Through these collaborative initiatives, the Department aims to enhance public awareness and encourage safer behavior among motorists, pedestrians, and cyclists.
FISCAL IMPACT
Acceptance of the 2026-2027 Grant Award from OTS for a Pedestrian and Bicycle Safety Program will require an amendment to the Fiscal Year 2026-27 Adopted Budget and reflected as follows:

CONCLUSION
For staff to commence the Pedestrian and Bicycle Safety Program, the grant must be accepted by the City Council by executing the draft agreement (Attachment 1) and amending the adopted budget as proposed.
