RECOMMENDED ACTION

 

Recommendation

A.                     Approve the Agreement for a Feasibility Study for a Proposed Water Well at Westmont Elementary School, in the amount of $41,577; and

 

B.                     Authorize the City Manager to execute the agreement on behalf of the City.

BACKGROUND

 

The Ocean View Elementary School District superintendent recently reached out to the Westminster Water Division to inquire whether the City would be interested in leasing a portion of Westmont Elementary School property (Heil Avenue) for the construction of a city-owned water well. This presents a valuable opportunity for the City to partner with the school district to potentially expand our water well inventory. Last year, the City decommissioned an aging city-owned water well due to it being at the end of its lifespan. The subject agreement will allow the City to assess the feasibility of constructing a water well at this location.

 

GHD, Inc. has previously completed multiple successful water design projects for the City. As such, staff selected this design firm for the subject project based on their capabilities and best approach. GHD, Inc. is currently working on another feasibility study for a proposed water well located adjacent to Newcastle Park and designing a waterline loop system in Siskiyou Street.

 

Pursuant to our Municipal Code 3.44, allocating funds over $100,000 requires the approval of the Mayor and City Council. Approval of the subject agreement would bring the total allocations for GHD, Inc. for Fiscal Year 2024-25 to $176,980.

 

FISCAL IMPACT

 

Funding for the Agreement with GHD, Inc. in the amount of $47,577 is available in CIP Account No. 55502-551300 “Well Maintenance and Repair.”

 

LEGAL REVIEW

 

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

Approving the subject agreement with GHD, Inc. will enable the City to assess the feasibility of constructing a proposed water well located within the Westmont Elementary School property.
