RECOMMENDED ACTION

 

Recommendation

A.                     Approve the plans and specifications for the Playground Renovation Project for Elden F. Gillespie Park - Plan No: P-2639; and

 

B.                     Authorize the Public Works Director or City Engineer to approve minor modifications to the plans and specifications to accommodate requested revisions from public safety and utility agencies; and

 

C.                     Authorize the Public Works Department to advertise and solicit construction bids for said project.

BACKGROUND

 

Through the Parks and Recreation Facilities Master Plan process, it was identified that the average lifespan of playground equipment is approximately 15 years. Elden F. Gillespie Park’s playground equipment has over 15 years of usage and has exceeded its life cycle.

 

The Community Services and Recreation Department conducted Community workshops to gather input for the new playground equipment. Park user groups and stakeholders were notified about the workshops which were conducted at both Elden F. Gillespie Park and via a Zoom meeting on October 24, 2024. During the meetings, the participants were presented with design proposals and were given the opportunity to provide input and select their favorite design. The subject playground equipment selection addresses the workshop participants’ concerns for equipment variety and creating an exciting play experience for different age groups.

 

On February 12, 2025, the City Council approved the purchasing of equipment for Elden F. Gillespie Park in the amount of $202,001.24.

 

The scope of work consists of:

                     Removing and disposing of the existing concrete flatwork, playground equipment, footing, sand, and rubber playground surface;

                     Performing site grading; and

                     Installing new Portland cement concrete sidewalk, curb, playground equipment, rubber playground surface.

 

Per Westminster Municipal Code 3.44.120, the City Council shall adopt plans and specifications for all public projects requiring the formal bid procedure, pursuant to Public Contract Code Section 22039.

 

City staff has completed the plans and specifications, and they have been approved by the Public Works Director/City Engineer. The engineer’s estimate for construction on this project is $434,000.

 

Advertising for competitive bidding and the bidding process will be done in accordance with the Public Contract Act and Uniform Cost Account Act. In accordance with the City’s Procurement Policy, staff will return to the Mayor and City Council to recommend the award of the contract.

 

The bid opening is planned for May 20, 2025, with the anticipated award date of June 11, 2025. Construction will subsequently commence in July 2025.

 

FISCAL IMPACT

 

Funding for this project is allocated in the CIP Account No. 16510 - 162401, “Playground Replacement Elden Gillespie Park.”

 

LEGAL REVIEW

 

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

The proposed project will address the park’s need for new infrastructure and create an exciting play experience for different age groups.
