BACKGROUND
The City of Westminster has used the Granicus Civic Engagement Platform (Granicus) for more than 10 years. The software primarily supports legislative processes and public meeting administration. Granicus has become an integral part of the City’s transparency and agenda management operations. The City’s implementation of Granicus has strengthened transparency, streamlined administrative workflows, and improved public access to information.
Granicus, LLC is a leading provider of cloud-based solutions designed specifically for government transparency, digital engagement, and legislative workflow management. The company serves thousands of public agencies across the United States, including cities, counties, and special districts throughout Southern California. Many neighboring jurisdictions use Granicus for managing agendas, streaming public meetings, and communicating with residents, making it a widely supported and highly trusted platform in this region.
Granicus currently supports several key functions for City Council operations. It allows staff to create and publish City Council agendas and route agenda items through approval workflows. The system also compiles agenda packets electronically and supports live streaming of City Council meetings. Additionally, Granicus records meetings for public record and compliance, provides video-on-demand archives of past meetings, and links agenda items directly to video timestamps to make public navigation more intuitive.
As public expectations and regulatory requirements continue to evolve, staff reviewed the existing use of Granicus tools and identified opportunities to further modernize and enhance service delivery through expanded functionality. As part of the City’s ongoing modernization efforts, staff is upgrading the Granicus video service to include enhanced closed-captioning capabilities and transcription capabilities. This upgrade will improve accessibility for residents with hearing impairments and strengthen compliance with ADA requirements. It will also enhance the quality and usability of recorded Council meetings for all viewers.
The cost for necessary services and to extend the subscription with Granicus, LLC for an additional two years, which includes an annual increase of 10 percent, is $220,856.04. Additionally, Granicus, LLC is owed at total of $102,077.91 in support services related to key functions for supporting legislative processes and public meeting administration. This amount is above the City Manager’s purchase authority. The total request for services rendered and proposed support is $322,933.95.
Funding the Granicus Civic Engagement Platform is allowed in accordance with Westminster Municipal Code Section 3.44.080, which permits the City to procure goods and services on a sole-source basis when a vendor is uniquely able to provide a commodity or service that reasonably meets the City’s needs. Granicus, LLC is widely recognized throughout Southern California for delivering dependable meeting streaming services, ADA-compliant documentation, and intuitive public-facing portals.
FISCAL IMPACT
Funds are included in the Fiscal Year 2025-2026 budget under the Information Systems licensing fee account (14450-43062) for $102,077.91; in the proposed Fiscal Year 2026-27 budget under the Information Systems licensing fee account (14450-43062) in the amount of $105,169.53; and will be included in the Fiscal Year 2027-28 budget under the Information Systems licensing fee account (14450-43062) in the amount of $115,686.50.

CONCLUSION
Granicus is a proven, widely adopted platform that has supported Westminster’s transparency and meeting management needs for more than a decade. Continued and expanded use of the Granicus Civic Engagement Platform, including the current upgrade to provide closed captioning, will help modernize City operations, improve accessibility, and enhance public engagement. Investing in these tools aligns with the City’s goals for operational efficiency, transparency, and high-quality digital services.
