Recommendation
Staff recommends that the Mayor and City Council:
A. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, AMENDING RESOLUTION NO. 5233, AMENDING THE MEMORANDUM OF UNDERSTANDING AND ATTACHED SALARY SCHEDULES A, B, C AND D, FOR THE WESTMINSTER POLICE OFFICERS’ ASSOCIATION (WPOA) FOR THE PERIOD OF JULY 1, 2026, THROUGH AND INCLUDING JUNE 30, 2029”;
B. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, AMENDING RESOLUTION NO. 5234, AMENDING THE MEMORANDUM OF UNDERSTANDING AND APPROVING ATTACHED SALARY SCHEDULES A, B, AND C, FOR THE WESTMINSTER MUNICIPAL EMPLOYEE ASSOCIATION (WMEA) FOR THE PERIOD OF JULY 1, 2026, THROUGH AND INCLUDING JUNE 30, 2029”;
C. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, AMENDING RESOLUTION NO. 5235, AMENDING THE COMPENSATION PLAN AND SALARY SCHEDULES FOR THE MANAGEMENT, ADMINISTRATIVE AND CONFIDENTIAL EMPLOYEES FOR THE PERIOD OF JULY 1, 2026, THROUGH AND INCLUDING JUNE 30, 2029”;
D. Revise the Citywide Comprehensive Salary Schedule consistent with the above-mentioned approvals.

BACKGROUND
The MOUs between the City and the WMEA and WPOA; and compensation plans for unrepresented employees will expire on June 30, 2026. City representatives have been in discussion with labor groups during the past few months. Based upon City Council direction on December 10, 2025; January 14, 2026; April 22, 2026; and May 13, 2026, and with the cooperation of the WMEA and WPOA, the negotiation process was successfully completed.
In addition to the MOU/agreements clean-up items, the terms of the MOU/compensation plan include the following compensation and some highlighted benefit adjustments:

Salary Increase |
• Effective in the pay period following July 11, 2026, Employee groups shall receive a five percent (5%) increase to base salary. • Effective in the pay period following January 9, 2027, all Employee groups shall receive a five percent (5%) increase to base salary. • Effective in the pay period following July 10, 2027, Employee groups shall receive a five percent (5%) increase to base salary. • Effective in the pay period following July 8, 2028, Employee groups shall receive a five percent (5%) increase to base salary. |

Medical Contribution |
The City shall pay 90% of the cost of the PERS GOLD health insurance premium for Employee +1 and Family plans (region rates apply). |

Bilingual Skill Pay Increase |
$50 increase monthly - From $150 to $200 Monthly. |

Additional Terms for Only POA |
|
Carrier Vests |
The City shall furnish employees with a City-preferred model and make carrier vest at such time as their ballistic vest are due for replacement at the employee’s option. |
|
Training Premium |
Increase Training Premium from $4 per hour to $5 per hour. |
|
Longevity |
Permit employees to use up to 5 years of prior experience with a law enforcement agency towards achieving longevity benefits. |

Acting Pay |
Five percent (5%) pay for work performed within the scope and responsibilities of the higher classification. |

Westminster Municipal Employees’ Association |
|
Salary Increases |
• Effective in the pay period following July 11, 2026, all members of the WMEA shall receive a seven percent (7%) increase to base salary. • Effective in the pay period following July 10, 2027, all members of the WMEA shall receive a four percent (4%) increase to base salary. • Effective in the pay period following July 8, 2028, all members of the WMEA shall receive a four percent (4%) increase to base salary. |

Safety Boots |
The City will provide an additional $250 per year for a total of $500. |
|
Health Insurance |
The City shall pay 90% of the cost of the PERS GOLD health insurance premium for Employee +1 and Family plan. (region rates apply) |
FISCAL IMPACT
The fiscal impact of implementing the three-year MOUs and compensation plans for the WPOA, WMEA, and Administrative group is $7.2 million. Funds will be included in the proposed FY 2026-27 budget; no budget adjustment is needed.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The City has engaged in good faith labor negotiations with the Westminster Police Officers’ Association (WPOA) and Westminster Municipal Employees’ Association (WMEA) and have reached terms on wages, hours and working conditions for their respective employees, as well as employee group Management, Administrative, and Confidential. The City Council is requested to approve each Memorandum of Understanding and each Compensation Plan as outlined above. If the City Council does not approve the recommended MOUs, the City would be at risk of substantial monetary and legal liabilities due to a breach of both the negotiation process and previously approved terms.
