BACKGROUND

 

On November 8, 2023, residents of Westminster approved Measure Y, a no-tax increase local services ballot measure to adopt a new one-cent (1%) transaction and use tax that replaced the expiring Measure SS, which ended December 31, 2022. Measure Y collections began on April 1, 2023 and will end on March 31, 2043, for a total of 20 years.

 

During the Special Election held on March 5, 2024, the residents of Westminster voted and approved the passing of Measure E (Safety, Services and Stabilization Measure) to adopt a new half-cent (1/2%) transaction and use tax. Measure E collections began July 1, 2024 and will continue until ended by the voters.

 

Citizens Oversight Committee

Consistent with the City's ongoing commitment to citizen involvement as a fundamental principle of good government, the adopted Ordinance for both Measures Y and E included a provision for a citizens oversight committee. Members are appointed by City Council and required to meet twice a year to review and discuss the use of the revenue generated by the measures.

The Measures Y and E Citizens Oversight Committee has the following responsibilities:

 

                     Review of the City's annual audited financial report, specifically related to the use of funds generated through Measures Y and E.

                     Review general fund revenue and expenditure related to the use of funds generated through Measures Y and E included in the City's annual budget report.

                     Report to the City Council regarding their findings following the review of the annual audited financial report and the annual budget report.

 

The attached report from the Measures Y and E Citizens Oversight Committee is a summary of the information provided by staff and reviewed by the committee along with a summary provided by the committee chair.

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

The Measures Y and E Citizens Oversight Committee reviewed the FY 2022-23 Annual Comprehensive Financial Report, FY 2024-25 Adopted Budget, FY 2023-24 Annual Comprehensive Financial Report, FY 2024-25 Midyear Budget Review and Proposed FY 2025-26 Budget.
