RECOMMENDED ACTION
Recommendation
A. Approve the Agreement with the Westminster School District for Crossing Guard Services for the 2026-2027 school year; and
B. Authorize the City Manager or designee to execute the agreement on behalf of the City.
BACKGROUND
The City of Westminster provides Crossing Guard Services at 14 locations within city boundaries, servicing three local school districts. These services provide protection for students commuting to and from school at heavily traveled streets in the city. The City provides all staffing, equipment, and administrative oversight for the program.
Of these 14 locations, 11 serve schools within the Westminster School District (WSD). WSD partially funds the Crossing Guard Program for these 11 schools. WSD intends to continue this funding partnership with the City for the 2026-2027 school year.
The proposed 2026-2027 budget includes $240,061 for the Crossing Guard Program. Per the Agreement, City and WSD will share this cost as follows:
• Of the total budget, $188,618 is allocated for crossing guards assigned to the schools and locations servicing WSD.
• CITY and WSD shall evenly split the budgeted amount for the crossing guards assigned to locations 1 through 9 (see Agreement), which shall amount to $77,162 for each party.
• WSD shall pay 100% of the costs for the crossing guards assigned to locations 10 and 11 (see Agreement), which amounts to a total of $34,294.
WSD’s total amount is $111,456.
FISCAL IMPACT
The total program budget for FY 2026-2027 is $240,061. WSD’s share of the budget is $111,456, which will be invoiced in four quarterly payments of $27,864 and posted to Community Services Administration 70000 Reimbursements - Other 39069. The City’s share of the budget is $128,605, which covers City’s portion of the shared costs of schools 1 through 9 and the cost of crossing guard services at schools located in other districts.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The proposed Agreement reflects the ongoing collaborative relationship between the City and the WSD to provide protection for students commuting to and from school. Staff recommends approval of the agreement to continue the shared funding and implementation of the Crossing Guard Program for the 2026-2027 school year.
