RECOMMENDED ACTION
Recommendation
Consider the request from Midway City Sanitary District for a City sponsorship for their Open House event and provide direction regarding approval of a sponsorship.
BACKGROUND
The Midway City Sanitary District (“MCSD”) invited the City to participate in their upcoming Open House event. The event is a community-focused celebration showcasing their commitment to the residents of the City of Westminster and Midway City.
The Open House is scheduled for Saturday, February 14, 2026 from 11 a.m. to 2 p.m. There will be live music, food, traditional lion dancers and drummers, face painting, and interactive activities for visitors of all ages.
To ensure the success of the event, MCSD is requesting that the City consider sponsorship to support the event. The Title Sponsor level has already been secured by another organization; however, additional sponsorship levels remain available. The agreement and sponsorship package are attached to the staff report for review and consideration (Attachments 1 and 2).
Recent City contributions to MCSD’s events:
• In 2025, the City Council approved a $3,000 sponsorship for the MCSD Open House.
• In 2024, the City Council approved a $2,500 sponsorship for the MCSD Open House.
• In 2024, the City Council approved a $3,000 sponsorship for the MCSD 85th Anniversary Celebration.
Recent MCSD contributions to City events:
In addition to requesting City support, MCSD has consistently contributed to Westminster’s major community events. Their support has included both monetary and in-kind contributions to the Tet Parade and Fall Festival.
• In 2025, MCSD provided $5,000 in monetary sponsorship and $5,000 worth of in-kind support to the Tet Parade, as well as $2,500 in monetary sponsorship and $2,500 worth of in-kind support to the Fall Festival.
• In 2024 and 2023, MCSD contributed $5,000 in monetary sponsorship and $5,000 worth of in-kind support to the Tet Parade, and $1,000 in sponsorship to the Fall Festival.
FISCAL IMPACT
Approval for City sponsorship will require a budget increase to the General Fund under Community Promotions: 75000-44020, Special Department expenses.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The Midway City Sanitary District is a longstanding community partner to the City. They have consistently provided support, contributing both monetary and in-kind resources to numerous City events over the years, including the Tet Parade, Fall Festival, former Spring Festival, volunteer clean-ups, Earth Day events, and community pop-ups. Given this history of partnership, staff recommends that the City Council consider the request and provide direction regarding approval of a sponsorship for MCSD’s 2026 Open House.
