Recommendation
Approve a First Amendment to the Professional Services Agreement, No. 2025-029, with Park Consulting Group, Inc. increasing the contract amount by $131,000, for an aggregate amount of $181,000, ending on June 30, 2027.

BACKGROUND
In 2018, the Mayor and City Council approved a contract with Tyler Technologies to implement software improvements for several City departments. The project included the implementation of the Enterprise Permitting and Licensing (EPL) system, formerly known as EnerGov, for Community Development operations and the Munis system for financial management. Park Consulting Group, Inc. (PCG) served as the City's implementation consultant and assisted staff with configuring, deploying, and supporting these systems.
Since the EPL system was implemented, PCG has continued to provide technical support and specialized consulting services to ensure the system meets the City's operational needs. Because PCG has extensive knowledge of Westminster's system configuration and business processes, the firm has continued to assist staff with system maintenance, updates, and enhancements. PCG's long-term involvement with the City's EPL platform has resulted in a comprehensive understanding of the City's system configuration, business processes, and operational needs. Maintaining this partnership supports efficient service delivery, reduces transition risks, and allows the City to continue receiving timely technical support and system enhancements without disruption to ongoing operations.
Most recently, PCG assisted the City with implementing Westminster Build, the City's online permitting portal. Westminster Build allows residents, businesses, and contractors to submit permit applications online, check application status, schedule inspections, and pay fees electronically. PCG also assisted with implementing the eReviews feature within EPL, which enables staff to review plans and permit documents electronically, provide comments online, and streamline communication with applicants. These improvements have increased efficiency, reduced paper-based processes, and improved customer service for the public.
In addition to supporting daily system operations, PCG assists staff with creating and modifying custom reports, updating permit and licensing workflows, and implementing system changes required by City policies, operational needs, and fee schedule updates.
The proposed First Amendment to the Professional Services Agreement, No. 2025-029, with Park Consulting Group, Inc., will include Monthly Maintenance and Services in addition to Additional Configuration and Development Services to support the Community Development Department.

FISCAL IMPACT
Funding for the software enhancement services is available within the Community Development Planning (61050), Building (62050), and Code Enforcement (63050) contractual services account (43090). Funding for the ongoing maintenance and support services is available within the Information Technology budget account 11450-43090. Sufficient funds have been appropriated in the Fiscal Year 2026-2027 budget, and no additional appropriation is required.

CONCLUSION
The Mayor and City Council are recommended to approve the First Amendment to the Professional Services Agreement with Park Consulting Group, Inc. for fiscal year 2026-2027, in an amount not-to-exceed $131,000.
