Recommendation
Provide direction on whether to authorize staff to draft and transmit a letter to Orange County Supervisor Janet Nguyen regarding the County’s allocation of discretionary funding.

BACKGROUND
At the June 24, 2026 regular meeting, Councilwoman Amy Phan West, District 1, requested an item be placed on a future agenda to consider sending a letter to County of Orange First District Supervisor Janet Nguyen, requesting that Westminster be considered for financial assistance related to funds recovered from former Supervisor Andrew Do.
At the meeting, Council Member NamQuan Nguyen, District 4, was erroneously omitted from the roll call vote. While the vote was recorded as 5-0, further review of the meeting video showed Council Member Nguyen did not vote.
In the spirit of Robert’s Rules of Order and to correct the error, the City Council was requested at the July 23, 2026 special meeting to make a motion to reconsider, which would allow the council members an opportunity to vote, including Council Member Nguyen. Although the City Council voted to reconsider the placement of the matter on the agenda, because Councilwoman Phan West was absent, the City Council voted 3-1 to continue to allow this agenda item to be considered at this regular City Council meeting.

CONCLUSION
The City Council may authorize staff to write a letter to County Supervisor Janet Nguyen regarding the County discretionary funding.
