Recommendation

Approve a First Amendment to the Professional Services Agreement with RSG Incorporated dba RSG Inc. to develop the City’s Economic Development Strategic Plan, extending the contract until September 10, 2027.

BACKGROUND

 

On April 28, 2025, the City Council held a strategic planning workshop to develop the City’s second three-year strategic plan and identify priorities for the City. Strategic Goal #1 - Achieve Financial Stability included an objective to develop and deliver successful economic development initiatives to build a financially prosperous community which included the development of an Economic Development Strategic Plan (EDSP) to guide the City’s efforts.

 

On September 10, 2025, the City Council approved a Professional Services Agreement with RSG, Inc. to develop the City’s Economic Development Strategic Plan. The agreement was approved for a term ending on September 10, 2026. Staff worked with the consultant to begin developing preliminary outreach strategies, including the creation of target-specific surveys as well as workshops. However, in late 2025 and 2026, the Economic Development Division experienced unplanned vacancies, which made it difficult to continue executing the scope of the project. Additionally, in early 2026, the consultant project manager assigned to the EDSP left the company, and replacement was provided. Changes in both city and consultant personnel have delayed the EDSP, and consequently, the EDSP was strategically paused until vacancies were filled.

 

Since then, the EDSP has resumed. To continue making progress, staff is requesting authorization to extend the term of the agreement for an additional year. While the extension of the term is for an additional year, the EDSP will be completed in advance of the agreement expiration.

 

FISCAL IMPACT

 

The compensation for the services remains the same. There is no fiscal impact associated with the approval of the First Amendment to the Professional Services Agreement with RSG Incorporated dba RSG Inc. to extend the term to September 10, 2027.

 

LEGAL REVIEW

 

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

Approval of the First Amendment to the Professional Services Agreement with RSG Incorporated would extend the term of the agreement for an additional year ending on September 10, 2027. The term extension will allow staff sufficient time to complete the Economic Development Strategic Plan and be placed on a future City Council Agenda for consideration.
