RECOMMENDED ACTION
Recommendation
A. Approve the award of contract to the lowest and responsible bidder, Rainy Day Roofing, Inc., in the amount of $594,000, and reject all other bids;
B. Authorize a 10% contingency for potential change orders in the amount of $59,400; and
C. Authorize the City Manager to execute the contract on behalf of the City, in a form approved by the City Attorney.

BACKGROUND
On March 11, 2021, President Joe Biden signed the American Rescue Plan Act of 2021 (ARPA) into law to address the economic and health impacts due to the COVID-19 pandemic. As a result, the City of Westminster received an allocation of $23.7 million.
A portion of this allocation was budgeted to fund the “Clean and Safe Environment Improvements for City Facilities.” This includes the HVAC and roof replacement at City-owned buildings within the Civic Center.
The project was originally advertised in October 2024, with bids opened on November 25, 2024. Two bids were received and both bids substantially exceeded the engineer’s estimate. As a result, the Mayor and City Council rejected both bids on December 9, 2024.
To reduce costs through value engineering, the Mayor and City Council approved a contract amendment with David Pickard Architects on June 11, 2025. The redesign divided the work into two separate projects - HVAC Replacement and Roof Replacement - to allow contractors to bid more competitively on each specialized trade.
On March 25, 2026, the City Council awarded the HVAC Replacement Project for the City Hall building. The project is currently under construction.
The Public Works Department publicly advertised the Roof Replacement Project at the City Hall building and received three sealed bids. The bid opening occurred on April 30, 2026, at 10 a.m. The following bids were received:

Scope of Work
The project generally consists of:
• Removal and proper disposal of the existing gravel-surfaced roofing membrane, aging pipe supports, deteriorated parapet walls, and energy-inefficient skylights; and
• Installation of a new WeatherWeld roofing system, including a cool roof reflective coating, shingle-clad parapet walls, and Dura-Blok pipe supports. The new roofing system carries a 40-year warranty.
Staff performed a thorough review of the submitted bid, including checking all references, which yielded positive results. Rainy Day Roofing, Inc. has also been previously vetted and approved by WeatherWeld as an authorized installer.
Construction is scheduled to begin in September 2026, with substantial completion anticipated in November 2026.
FISCAL IMPACT
Funding for the contract with Rainy Day Roofing, Inc., including the 10% contingency, in the total amount of $653,400 is available in the following ARPA-funded Account No. 21500-212309 “Clean and Safe Environment Improvements for City Facilities.”
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
Awarding the contract to Rainy Day Roofing, Inc., the lowest and responsible bidder, for the Roof Replacement Project, will provide a cleaner and healthier environment for the public and staff in the City Hall building.
