RECOMMENDED ACTION
Recommendation
Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, PROVIDING FOR NO PARKING OR STOPPING AT A CERTAIN LOCATION WEST OF HOOVER STREET ON THE NORTH SIDE OF 21ST STREET, SOUTH SIDE OF MAIN STREET, AND THE NORTH AND SOUTH SIDE OF WESTMINSTER BOULEVARD.”

BACKGROUND
Staff presented this item at the Traffic Commission meeting on April 28, 2026. Staff explained that the City recently completed the Mendez Freedom Trail Project on Hoover Street, which created a two-way protected bikeway along Hoover Street between Garden Grove Boulevard and Bolsa Avenue. This project included travel lane reductions, which were necessary to implement the bicycle facilities and a two-way left-turn lane.
Public safety improvements were a part of the project. The proposed restrictions at the four locations listed below were required by Union Pacific Railroad to enhance train sight visibility and reduce potential conflicts at the crossing:
• South side of Main Street, west of the Hoover Street railroad track for a distance of 55 feet;
• South side of Westminster Boulevard, west of the Hoover Street railroad track for a distance of 115 feet;
• North side of Westminster Boulevard, west of the Hoover Street railroad track for a distance of 125 feet; and
• North side of 21st Street, west of the Hoover Street railroad track for a distance of 70 feet.
Chairman Gentile moved to approve staff’s recommendation to install parking restrictions at the subject locations west of Hoover Street. The motion was seconded by Vice Chairman Lank.
The motion was carried by a 5-0 vote.
FISCAL IMPACT
None.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The subject parking restrictions are required by Union Pacific Railroad to enhance train sight visibility and reduce potential conflicts at the crossing.
