BACKGROUND
The purpose of the Alcohol Policing Partnership Program (APP) grant is to develop an effective, comprehensive, and strategic approach to eliminate the crime and public nuisance problems associated with problem alcoholic beverage outlets.
The Detectives Unit of the Westminster Police Department regularly seeks grant funding opportunities to assist in addressing public safety issues within our community. One of the grants that staff actively applies for is through California Alcohol Beverage Control. This year, Detective Commander Andy Stowers applied for and received notification of grant funding for the Police Department. The City of Westminster was awarded funding under the Alcohol Policing Partnership Program (APP) grant. This grant allows for additional funding for overtime operations to engage in ABC’s Minor Decoy, Shoulder Tap Programs, and conduct Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) Inspections. These Programs target both ABC licensed premises and individuals who furnish alcoholic beverages to the underage operators. The project is targeted to reduce underage drinking and the resultant DUI driving injuries and fatalities, and/or property damage, reduce youth access to alcoholic beverages through the education of licensee(s), enforcement intervention and to create the impression of omnipresent law enforcement.

Acceptance of the Grant Award for the 2024-2025 Alcohol Policing Partnership Grant in Fiscal Year 2024-2025 will require an amendment to the Fiscal Year 2024-25 Adopted Budget and reflected as follows:
