Recommendation
Conduct a second reading and adopt Ordinance No. 2619 entitled, “AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, AMENDING CHAPTER 12.28 (CAMPING AND STORAGE OF PERSONAL PROPERTY) OF THE WESTMINSTER MUNICIPAL CODE TO ESTABLISH REGULATIONS ON UNLAWFUL CAMPING AND PROHIBITING THE USE OF PUBLIC RIGHT-OF-WAY AND FACILITIES FOR STORAGE OF PERSONAL ITEMS OR AS A PLACE TO SIT, SLEEP OR LIE DOWN,” read by title only and waive further reading.

BACKGROUND
During the March 26, 2025 Regular City Council meeting, a motion was made to introduce the first reading of the Ordinance. The motion carried, 5-0, by the following roll call vote: AYES: C. NGUYEN, MANZO, PHAN WEST, M. NGUYEN, N. NGUYEN NOES: NONE; ABSENT: NONE; ABSTAIN: NONE.
Per Government Code Sections 36931-36947, the Ordinance is being presented for second reading and adoption. If the City Council adopts Ordinance No. 2619, the City Clerk will certify its passage. The ordinance will become effective 30 days following its certification.
FISCAL IMPACT
The fiscal impact of the recommended actions is minimal, and funds have been budgeted in Fiscal Year 2024-2025 in Account No. 100-12000-44070 (Advertising) and 100-12000-43090 (Contracts - Quality Code) to cover costs for publication and the Westminster Municipal Code amendments.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The City Council previously introduced the Ordinance for first reading. In order to finalize, the City Council must approve the second reading and final adoption of the Ordinance.
