RECOMMENDED ACTION
Recommendation
A. Reject all bids for the subject project;
B. Approve the findings of the architect for the use of the WeatherWeld Roofing System for the roof replacement for the Civic Center buildings; and
C. Authorize the Public Works Department to readvertise and solicit construction bids for said project.

BACKGROUND
On March 11, 2021, President Joe Biden signed the American Rescue Plan Act of 2021 (ARPA) into law to address the economic and health impacts due to the COVID-19 pandemic. As a result, the City of Westminster received an allocation of $23.7 million.
A portion of this allocation was budgeted to fund the “Clean and Safe Environment Improvements for City Facilities.” This includes the HVAC and roof replacement at City-owned buildings within the Civic Center.
In April 2026, the Public Works Department solicited bids for the roof replacement project at the City Hall building (Phase 1). Due to the competitive bid amount received for Phase 1, the remaining ARPA funding was available to solicit bids for the roof replacement at the Senior Center, Community Services, and Council Chambers buildings (Phase 2).
The City’s architect, David Pickard, has recommended using the WeatherWeld Roofing System as it is compatible with the existing asphalt built-up roof and can be applied to the gravel roof system on the Civic Center buildings. The fluid spray application of the reinforced membrane product can reach tight areas to cover the entire roof surface and create a seamless roofing barrier, reducing the chance of leaks occurring throughout the service life of the product, which is warrantied for 40 years.
On August 12, 2026, the Mayor and City Council awarded the contract for the roof replacement project at the City Hall building (Phase 1) to Rainy Day Roofing, Inc., who will install the WeatherWeld Roofing System on the City Hall building. As recommended by the architect, staff would also like to install the same WeatherWeld Roofing System on the Senior Center, Community Services, and Council Chambers buildings.
The apparent low bidder, Universal Coatings, Inc., would not confirm that WeatherWeld would be installed per the specifications. After numerous attempts for confirmation and consulting with the City Attorney, the recommendation was made to reject all bids and add more specific requirements and materials approved by the Mayor and City Council.

CONCLUSION
Rejecting all bids and readvertising the subject project will enable staff to refine the bid items to reflect the architect’s recommendation for the roof replacement for the buildings in the Civic Center.
