Approve three separate purchase orders from Core & Main for Fiscal Year 2026-2027 for: (a) Water Valve Parts in an amount not to exceed $42,000; (b) Miscellaneous Pipeline Materials in an amount not to exceed $43,000; and (c) Brass Pipeline Materials in an amount not to exceed $91,000.

BACKGROUND
The Public Works Department Water Division routinely purchases materials in three primary categories: water valve parts, miscellaneous pipeline materials, and brass pipeline materials. These materials are essential for the maintenance, repair, replacement, and expansion of the City's water distribution system. To ensure the most cost-effective use of public funds, informal bids are solicited annually from multiple vendors for the anticipated materials needed for the upcoming fiscal year.
For Fiscal Year 2026-2027, Core & Main submitted the lowest responsive bids for all three material categories and is therefore the recommended vendor. Based on projected material usage and pricing, Core & Main offers the most competitive overall pricing for the Water Division's operational needs. Pursuant to the City's Purchasing Ordinance, purchases exceeding $100,000 from a single vendor require approval by the Mayor and City Council.
Water valve parts are utilized to repair and maintain water system valves and fire hydrant assemblies. These components are critical to maintaining reliable water service, ensuring adequate fire flow, and supporting emergency response operations throughout the City.
Miscellaneous pipeline materials are used for routine maintenance activities, emergency repairs, and infrastructure replacement projects. These materials are necessary to preserve the reliability, efficiency, and operational integrity of the City's water distribution system.
Brass pipeline materials are used to repair and replace existing water service connections and to install new water services associated with residential development projects, including Accessory Dwelling Units (ADUs) and residential developments permitted under Senate Bill 9 (SB 9).
Materials will be purchased on an as-needed basis throughout the fiscal year. During Fiscal Year 2026-2027, the Water Division anticipates repairing approximately 40 valves and installing or repairing approximately 120 water service connections.

Based on the bid results, staff recommends approving separate purchase orders for each of the three categories.
FISCAL IMPACT
Funds for the proposed purchases in the total amount of $176,000 with Core & Main are available in CIP Account No. 55502-551200 "Periodic Repair/Replace" as follows:
• Water Valve Parts: $42,000
• Miscellaneous Pipeline Materials: $43,000
• Brass Pipeline Materials: $91,000
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The purchase of water valve parts, miscellaneous pipeline materials, and brass pipeline materials is necessary to support the ongoing maintenance, repair, replacement, and expansion of the City's water distribution system. Approval of the proposed purchases will ensure that the Water Division maintains an adequate inventory of critical materials needed for Fiscal Year 2026/2027 to provide reliable water service, respond to emergencies, support new development, and maintain the integrity of the City's water infrastructure.
