BACKGROUND
The City of Westminster provides Crossing Guard Services at 14 locations within city boundaries, providing service to three local school districts. These services provide protection for students commuting to and from school at heavily traveled streets in the City. The City provides all staffing, equipment, and administrative oversight for the program.
Of these 14 locations, 11 serve schools within the Westminster School District (WSD). WSD partially funds the Crossing Guard Program for these 11 schools. WSD intends to continue to fund this partnership with the City for the 2025-2026 school year.
The proposed Fiscal Year 2025-2026 budget includes $230,651 for the Crossing Guard Program. Per the agreement, the City and WSD will share this cost as follows:
• Of the total budget, $179,849 is allocated for crossing guards assigned to the schools and locations servicing WSD. The school district is responsible for $106,306 of this amount, as further detailed below:
1. The City and WSD shall evenly split the budgeted amount for the crossing guards assigned to locations 1 through 9, which shall amount to $73,543 for each party; and
2. WSD shall pay 100% of the costs for the crossing guards assigned to locations 10 and 11, which amounts to a total of $32,763.
WSD’s total amount is $106,306.
FISCAL IMPACT
The total program budget for FY 2025-2026 is $230,651. WSD’s share of the budget is $106,306, which will be invoiced in four quarterly payments of $26,576.50 and posted to Community Services Administration 70000 Reimbursements - Other 39069. The City’s share of the budget is $124,345, which covers our portion of the shared costs of schools 1 through 9 and the cost of crossing guard services at schools located in other districts.
