Consider the request to reverse the prohibition on District 1 Councilwoman Amy Phan West from speaking at City public ceremonial events.

BACKGROUND

 

At the regular adjourned meeting on August 17, 2026, Mayor Chi Charlie Nguyen requested an item to be placed on a future agenda to consider reversing the prohibition imposed on Councilwoman Phan West from speaking at City public ceremonial events.


The City Council placed an urgency item at the meeting of February 25, 2026 to discuss Councilwoman Phan West’s actions at the City’s 2026 Tet Parade, which included alleged campaigning during the parade and on the stage. By a 3-1-1 vote, with Councilwoman Phan West voting no and District 4 Council Member NamQuan Nguyen abstaining, the City Council voted to prohibit Councilwoman Phan West from speaking at future City public ceremonial events for the remainder of her term.

 

Mayor Nguyen has observed this prohibition has resulted in mixed outcomes, including Councilwoman Phan West speaking without permission while also being allowed to speak at certain events. He states that in the recent opportunities for Councilwoman Phan West to speak, she has not exhibited or stated anything of concern during these City public ceremonial events. Mayor Nguyen has also shared Councilwoman Phan West has expressed regret for her prior actions. Mayor Nguyen would like the Council to consider reversing the prohibition to allow Councilwoman Phan West to speak at upcoming City public ceremonial events where appropriate.

CONCLUSION

 

Mayor Nguyen is requesting the City Council to consider the reversal, which will be official by minute order.
