Recommendation

A.                     Approve the Contractual Agreement with the County of Orange to provide Family Resource Center services in the amount of $500,000 per fiscal year beginning July 1, 2025 through June 30, 2028; and

B.                     Authorize the City Manager to execute the agreement on behalf of the City.

BACKGROUND

 

In September 2000, the Mayor and City Council approved funding to establish the Family Resource Center, which was awarded by the County of Orange Social Services Agency in October 2000. For more than 24 years, the Westminster Family Resource Center (WFRC) has successfully provided a wide range of supportive services to Westminster residents. The purpose of this staff report is to approve and accept grant funding from the County of Orange to continue the operation of WFRC for the next three years.

 

This grant opportunity is a result of Federal legislation which has provided funding under the Promoting Safety and Stable Families Program, as well as other state and local funding sources. The services maintain the safety of children in their homes, help families through crisis that might lead to the removal of children from their homes, speed the return of children to their homes, and alleviate stress and promote good parenting.

 

On September 12, 2024, Community Services staff submitted a proposal to the County of Orange, in response to a competitive, county-wide solicitation for Family Resource Center services. This Request for Proposals (RFP) was issued by the County on August 2, 2024. Subsequently, on November 20, 2024, the County unexpectedly cancelled the RFP without explanation.

 

Community Services staff responded to a replacement RFP issued on December 9, 2024 by submitting a new proposal on January 15, 2025. This was a collaborative process with the City of Westminster serving as the Lead Agency with Funded Partners Interval House, a non-profit partner providing domestic violence education, and Olive Crest, a non-profit delivering mental health services and parenting education. Additionally, Abrazar Inc., Boys & Girls Club of Westminster, and Children’s Bureau were included as subcontractor service providers. Abrazar Inc. and the Boys & Girls Club of Westminster will provide School Time Off Programming (STOP), while Children’s Bureau will deliver Differential Response Path One services. Other organizations, including Advancing Justice OC, CalOptima Health, and Community Action Partnership of Orange County, will provide non-funded, direct services to WFRC clients. Additionally, City departments, including Community Services, Police, and City Manager’s Office; Grants and Housing division will support WFRC operations and deliver direct services.

 

Staff was notified on March 25, 2025 of the County’s intent to fund Westminster Family Resource Center in the amount of $500,000 per year for the next three years.

 

Staff will deliver services that promote safety and stability for at-risk families with children from birth to eighteen (0-18) years of age who reside in Westminster and surrounding communities within Orange County. Services will include domestic violence intervention, mental health counseling, case management, parenting education, emergency assistance for basic needs, youth enrichment programs, community outreach activities, and information and referrals to additional services.

 

Upon approval by the Mayor and City Council, the County of Orange will fund $500,000 annually beginning July 1, 2025 through June 30, 2028 to implement the contractually obligated services outlined in the agreement.

 

FISCAL IMPACT

 

Appropriations will be made as part of the Fiscal Year 2025-26 budget adoption process (Fund 275, Community Services Grant Fund, Account No. 71800).

 

LEGAL REVIEW

 

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

The Mayor and City Council should approve the Contractual Agreement with the County of Orange to provide Family Resource Center Services and authorize the City Manager to execute the Agreement on behalf of the City.
