Recommendation
Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, AMENDING RESOLUTION NO. 5236, AMENDING THE MEMORANDUM OF UNDERSTANDING AND SALARY SCHEDULES, EXHIBIT A, B, C, AND D, FOR THE EXECUTIVE EMPLOYEES FOR THE PERIOD OF JULY 1, 2026, THROUGH AND INCLUDING JUNE 30, 2029.”

BACKGROUND
The Compensation Plan between the City and the Executive Employees will expire on June 30, 2026. Based upon City Council direction on December 10, 2025, January 14, 2026, April 22, 2026, and May 13, 2026, the negotiation process was successfully completed among the affected party.
In addition to cleanup items, the terms of the Compensation Plan include the following compensation and some highlighted benefit adjustments:

Salary Increase: |
• Effective in the pay period following July 11, 2026, the Executive Employees group shall receive a five percent (5%) increase to base salary. • Effective in the pay period following January 9, 2027, the Executive Employees group shall receive a five percent (5%) increase to base salary. • Effective in the pay period following July 10, 2027, the Executive Employees group shall receive a five percent (5%) increase to base salary. • Effective in the pay period following July 8, 2028, the Executive Employees group shall receive a five percent (5%) increase to base salary. |

Medical Contribution: |
The City shall pay 90% of the cost of the PERS GOLD health insurance premium for Employee +1 and Family plan. (region rates apply) |

457 Match (401(a)): |
• 2026: City match of $0.30 for every $1.00 contributed by the employee • 2027: City match of $0.30 for every $1.00 contributed by the employee • 2028: City match of $0.50 for every $1.00 contributed by the employee |
FISCAL IMPACT
The fiscal impact of implementing the three-year MOUs and compensation plans for the Executive Employees group is $750 thousand. Funds will be included in the proposed FY 2026-27 budget; no budget adjustment is needed.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The City Council is requested to approve the Compensation Plan as outlined in the staff report. If the City Council does not approve the recommended Compensation Plan, the City would be at risk of substantial monetary and legal liabilities due to a breach of both the process and previously approved terms.
