RECOMMENDED ACTION

 

Recommendation

A.                     Approve the award of contract to the lowest and responsible bidder, Sequel Contractors, Inc., in the amount of $3,656,938.00, and reject all other bids;

 

B.                     Authorize a 10% contingency for potential change orders in the amount of $365,693.80; and

 

C.                     Authorize the City Manager to execute the contract on behalf of the City, in a form approved by the City Attorney.

BACKGROUND

 

The McFadden Avenue Improvement Project and the Brookhurst Street Improvement Project were approved by the Mayor and City Council as part of the Fiscal Year 2025-2026 Capital Improvement Program (CIP). Improvements to Bolsa Avenue between Brookhurst Street and Hope Street are included in the subject bid because the work was delayed due to the utilities undergrounding project on Brookhurst Street and Bolsa Avenue.

 

The project plans, specifications, and authorization to solicit bids were approved by the Mayor and City Council on April 8, 2026.

 

The Public Works Department publicly advertised the project and received 10 sealed bids. The bid opening occurred on June 3, 2026 at 10 a.m. The following bids were received:

Scope of Work

The project generally consists of:

 

                     Upgrading non-compliant concrete curb ramps to meet ADA standards;

                     Constructing new bus pads;

                     Reconstructing concrete medians and stamped concrete crosswalks for Brookhurst Street and Bolsa Avenue only;

                     Reconstructing damaged concrete curbs, gutters, spandrels, cross gutters, driveway approaches, and sidewalks;

                     Grinding existing AC pavement and overlaying with rubberized asphalt pavement;

                     Adjusting existing sewer manholes and water valves; and

                     Replacing traffic control signs and re-establishing traffic striping, pavement markings, and related tasks.

The project will improve the following arterial street segments:

 

1.                     McFadden Avenue from Bushard Avenue to Brookhurst Street;

2.                     Brookhurst Street from McFadden Avenue to Bolsa Avenue; and

3.                     Bolsa Avenue from Brookhurst Street to 800 feet easterly of Brookhurst Street, between Brookhurst Street and Hope Street.

 

 

 

FISCAL IMPACT

 

Funding is available for the contract award and contingency in a total amount of $4,022,631.80 in the following accounts:

 

1.                     Account No.55036-362600 - “McFadden Ave Improvements Brookhurst to Bushard (HUT) FY 25/26” in the amount of $1,200,000.

2.                     Account No.55036-362601 - “Brookhurst St. Improvements Bolsa to McFaden,” (HUT) FY 25/26 in the amount of $2,077,143.

3.                     Account No.55036-361903 “Bolsa Ave. Improvements from Brookhurst to Ward,” (GT) in the amount of $139,759.

4.                     Account No. 55026-262601, “Brookhurst St. Improvements from Bolsa to McFadden,” (M2) in the amount of $334,181.

5.                     Account No. 20002-001900, “Bolsa Ave. & Brookhurst St. Corridor,” in the amount of $271,548.80.

 

LEGAL REVIEW

 

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

Awarding the contract to Sequel Contractors, Inc., the lowest and responsible bidder, will allow for the rehabilitation and improvement of McFadden Avenue from Bushard Avenue to Brookhurst Street, Brookhurst Street from McFadden Avenue to Bolsa Avenue, and Bolsa Avenue from Brookhurst Street to 800 feet easterly of Brookhurst Street. Sequel Contractors has performed satisfactorily for the City of Westminster on multiple previous street improvement projects.
