RECOMMENDED ACTION

 

Recommendation

A.                     Approve the selection of Commercial Cleaning Systems (CCS) for Janitorial Services for City Buildings in an amount not to exceed $158,040 per year; and

 

B.                     Authorize the City Manager to execute the agreement and future renewals, on behalf of the City; and

 

C.                     Approve an increase to PO Number 20250364 in the amount of $38,916 for janitorial services from February to April 2025.

BACKGROUND

 

In October 2024, the City released a Request for Proposals for janitorial services for the abovementioned buildings and received proposals from the following companies:

 

1.                     Commercial Cleaning Systems

2.                     Merchants Building Maintenance, LLC

1639 E. Edinger Avenue, Suite #C

Santa Ana, CA 92705

 

Staff carefully evaluated the proposals and interviewed both companies, considering the scope of work, availability of staff, and prior experience. Staff recommends awarding the janitorial services contract to CCS at an annual cost of $158,040. This contract will be a five-year contract with an initial one-year and four renewable one-year terms, starting on May 1, 2025. 

 

While the City was conducting the RFP process, CCS’s services were retained on a month-to-month basis. With a workforce of over 5,000 employees and offices across eight states, CCS provides extensive experience in serving various municipal agencies. In addition, CCS has successfully passed the rigorous police background check required to provide cleaning services for our Police Department building.

 

The scope of work shall include trash removal, mopping, vacuuming, sweeping, dusting, bathroom cleaning, paper and soap stocking, and wiping tables and counters. Additionally, CCS shall provide cleaning chemicals, bottles, mops, dusters, vacuums, mop buckets, gloves, and other janitorial supplies while the City shall provide paper supplies. The City Hall, Community Services, Senior Center/Annex, and Police Department buildings shall be cleaned Monday through Friday, from 5:00 P.M. to 11:00 P.M.

 

FISCAL IMPACT

 

Funds for the subject agreement with CCS in the amount of $158,040 and the increase of PO Number 20250364 in the amount of $38,916 are available in Account No. 75500-43090 “Government Buildings Contractual.”

 

LEGAL REVIEW

 

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

Approving the janitorial services contract with CCS will provide a clean and sanitized environment for the City Hall, Community Services, Senior Center/Annex, and Police Department buildings.
