RECOMMENDED ACTION

Recommendation

Approve an agreement with Park Consulting Group (PCG) to provide services to implement Express Permits and other as needed enhancements to the Enterprise Permitting and Licensing (EPL) software platform, also known as EnerGov, through June 30, 2026, in an amount not to exceed $80,000.

BACKGROUND

In 2018, the Mayor and City Council approved a contract with Tyler Technology to update and implement software improvements for multiple departments. Included was the implementation of Enterprise Permitting and Licensing (EPL) software platform, commonly referred to as EnerGov, a Community Development based software, and Munis, a finance-based software program. Park Consulting Group (PCG) was the lead consulting group that worked with the City to implement the software.

Since the implementation of the EPL software platform, Park Consulting Group has continued to provide ongoing support and services to staff and implemented new software enhancement tools as needed to meet City needs. More recently, PCG supported staff in implementing Westminster Build, an online portal system where the applicants and residents can submit permits and applications online, review the status of their applications, and pay invoices. Along with Westminster Build, PCG has assisted with the implementation of eReviews, where staff review applications or plans and provide comments through an online system which is integrated with Westminster Build. In addition, PCG provides services to set up electronic reports as well as make updates to the system when a new fee schedule is implemented.

A previous agreement of $50,000, which commenced on July 1, 2025, for software enhancements is close to being depleted. These funds were used for software updates and to update fees in EnerGov to match the current fee schedule.  Staff is recommending that the City Council approve a new and separate agreement which would provide an additional $80,000 of funding. Approximately $35,000 of the funds would be used to implement an Express Permitting feature and the additional $45,000 would be utilized for as needed software enhancement services for the Community Development Department for the remainder of the 2025-2026 fiscal year.

The Express Permits feature will allow customers to submit online to obtain an expedited permit for over-the-counter/minor permit types.  It is intended to process all permit types that will not require a standard plan check review.  For example, this may include, but is not limited to, re-roofing, water heater replacement, plumbing, HVAC, and mechanical furnace permits. This Express Permits service was presented to the Council at the City Council special meeting on June 11, 2025, as a way to enhance customer service and provide for an expediated turnaround for permits submitted online which would normally be approved at the counter.  In addition to the Express Permits feature, PCG would provide the City with additional software enhancements on an as needed basis. Currently, staff sees a need for data collection and specialized reports regarding development growth, housing activity, and code enforcement activity.  Specifically, staff needs to improve tracking for items such as new housing units, which are subject to state mandated reporting on an annual basis, and improve tracking and reporting for code enforcement cases. In addition, staff is constantly looking for ways to improve EnerGov and streamline the development process while enhancing the online user experience for the public and applicants. This often requires modifications to both the application and user interface in EnerGov. The additional funding allows the City to resolve issues or make improvements as the need occurs.

FISCAL IMPACT

Execution of the Agreement will result in a disbursement of up to $80,000 from the Community Development Planning (61050), Building (62050), and Code Enforcement (63050) programs contractual account 43090 for services provided during the 2025-2026 fiscal year.  Sufficient funds were included in the FY 2025-26 budget. No adjustment is needed.

LEGAL REVIEW

The City Attorney’s Office has reviewed as to form.

CONCLUSION

Park Consulting Group has been instrumental in helping the City implement Westminster Build and eReviews and has continued to provide as-needed service and enhance City internal processes. PCG has considerable experience in supporting the implementation and maintenance of Tyler software such as EnerGov for many cities in Orange County and Southern California. Approval of this agreement will allow PCG to continue providing support and create other needed tools for the City of Westminster, helping to enhance customer service and improve City processes.
