RECOMMENDED ACTION
Recommendation
A. Approve Amendment No. 1 to Cooperative Agreement No. C-1-3598 between Orange County Transportation Authority and the Cities of Huntington Beach, Santa Ana, Tustin, Westminster, and the County of Orange for First Street/Bolsa Avenue Regional Traffic Signal Synchronization Program Project; and
B. Authorize the City Manager to execute the amendment on behalf of the City in a form approved by the City Attorney.

BACKGROUND
On October 27, 2021, the Mayor and City Council approved Cooperative Agreement No. C-1-3598 between Orange County Transportation Authority and the Cities of Huntington Beach, Santa Ana, Tustin, Westminster, and the County of Orange for First Street/Bolsa Avenue Regional Traffic Signal Synchronization Program Project.
This project is funded by Measure M2 (Project P). The City of Westminster, together with the other agencies, participated in this project, with OCTA as the lead agency. One project application totaling $3,789,600 for Fiscal Years 2021/2022, 2022/2023, and 2023/2024 was submitted. Westminster’s contribution to the project is an estimated $147,810. The project was estimated to take three years to complete.
The First Street/Bolsa Avenue Corridor Traffic Signal Synchronization Project consists of traffic coordination improvements from Bolsa Chica Street in the City of Huntington Beach to Newport Avenue in the City of Tustin. The goal of the project is to optimize traffic signal timing based on existing traffic patterns with the intent to:
• Reduce stops and delays.
• Reduce travel times.
• Lower fuel consumption.
• Increase average speeds.
• Improve air quality and reduce greenhouse gases.
Interagency cooperation was required; all cities along First Street/Bolsa Avenue were involved during the data analysis and implementation process.
In Westminster, the project included hardware and software upgrades to traffic signal equipment, CCTV camera replacements, fiber optic communication equipment upgrades, and traffic signal controller replacements along Bolsa Avenue between Ward Street and Edwards Street. All newly installed equipment will become the property of the City of Westminster.
Cooperative Agreement No. C-1-3598 is set to expire on December 31, 2026. The subject Amendment No. 1 extends the term of the agreement for an additional twelve (12) months, to December 31, 2027, to allow for project completion and closeout.
FISCAL IMPACT
Originally, the matching funds were to be paid from the Traffic Impact Fee Fund. However, this fund does not have sufficient funding to cover the required match. The $147,810 matching funds are available in CIP Account No. 20002-002101, “Citywide Street Improvements.”
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
Approval of Amendment No. 1 to Cooperative Agreement C-1-3598 with OCTA will extend the agreement until December 31, 2027.
