RECOMMENDED ACTION
Recommendation
A. Approve the Housing Authority Annual Report for Fiscal Year 2025-26, which also serves as the compliance document for Senate Bill 341; and
B. Authorize the transmittal of the report to the California Department of Housing and Community Development as required by State law; and
C. Authorize staff to amend the report based on completion of the annual third-party fiscal audit and to resubmit as necessary.

BACKGROUND
On February 9, 2011, the Mayor and City Council activated the Westminster Housing Authority (WHA) pursuant to the California Housing Authorities Law (California Health and Safety Code Sections 34200 et seq.). Under State law, the Housing Authority must submit an annual report to the California Department of Housing and Community Development (HCD) documenting activities of the prior fiscal year.
In 2012, following the dissolution of the City’s redevelopment agency, the WHA became the Housing Successor, inheriting affordable housing assets and liabilities of Westminster’s former redevelopment agency. Under Housing Successor law in the redevelopment dissolution statute (Health and Safety Code Section 34176.1(f)), the WHA must prepare an annual report of housing successor activities conducted in the prior fiscal year. Due to an overlap of information, these reports have been combined to satisfy both the reporting requirements of the WHA as a housing authority and as a redevelopment housing successor.
The Housing Authority Annual Report for Fiscal Year 2025-26 (Attachment 1) describes current project work, recent achievements, accounting of money received and expended, and an inventory of housing units maintained. The following is a summary of the highlights of the accomplishments and activities of the WHA and the Housing Successor Agency for that year:
• WHA funding of homeless outreach services provided by the Westminster Police Department’s Homeless Liaison Outreach Team, in partnership with the Westminster Family Resource Center and other community groups.
Upon approval, the annual report will be submitted to the California Department of Housing and Community Development (HCD) and posted on the City’s website. The annual report is due to HCD by October 1, 2026; however, annual audits for the prior fiscal year are generally not completed by that deadline. Therefore, all financial information included in the report remains subject to the WHA’s annual audit, which is anticipated to be completed by the end of the calendar year. Any adjustments required will be made at that time and the document resubmitted, though historically, none have been necessary.

There is no fiscal impact associated with this action.

CONCLUSION
The Housing Authority Annual Report for FY 2025-26 details the information that satisfies the annual reporting requirements for the Westminster Housing Authority as both a housing authority and a redevelopment housing successor. It is recommended that the Chair and Authority Board Members approve the report and authorize the Executive Director to transmit the document, including any minor adjustments generated by the annual audit, to the State.
