Recommendation
Approve a First Amendment to the Professional Services Agreement with CSG Consultants, Inc. to include on-call engineering support services for Fiscal Year 2026-27, extending the term through June 30, 2027.

BACKGROUND
On January 1, 2025, the City Manager approved an agreement with CSG Consultants, Inc. to provide on-call Planning Division support services, in an amount not-to-exceed $100,000. Later that year, on July 1, 2025, the City Manager approved an agreement with CSG Consultants, Inc. for as-needed Building Division support services, in an amount not-to-exceed $100,000. As the total of these contracts exceeds the approval authority of the City Manager, the contract is being presented to the City Council for approval.
The comprehensive services provided by CSG Consultants, Inc. have expanded to include engineering services. CSG Consultants, Inc. has been tasked with providing engineering services associated with the entitlement process for the proposed Westminster Mall Project. As the engineering services being provided are included to the review of a planning development application, these services are covered under the scope of work of the existing contract. The costs associated with these services and the existing scope of work will be offset by developer deposits throughout this multi-year project.
The engineering fee schedule for CSG Consultants, Inc. is being added to the First Amendment to allow for the payment of engineering services through the Agreement. Both the planning and engineering fee schedules are attached herein with the proposed First Amendment and Original Agreement.
The new term of the Agreement will expire on June 30, 2027, and the total not-to-exceed amount of $100,000 shall remain unchanged.
FISCAL IMPACT
A portion of the cost will be offset through payments from developers who have entered into Reimbursement Agreements with the City to process their development applications. Sufficient funds to execute this will be included in the FY 2026-27 Proposed Budget, account Planning-Contractual (61050-43090).
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The Mayor and City Council are recommended to approve a First Amendment to the Professional Services Agreement with CSG Consultants, Inc., to allow for the payment of engineering services through the Agreement and to support key functions of the Community Development Department Planning Division. The total contract amount remains unchanged.
