Approve a Second Amendment to the Professional Services Agreement with Willdan Engineering to provide an Interim Code Enforcement Manager in Fiscal Year 26/27, in an amount not to exceed $235,000.

BACKGROUND
On February 18, 2025, the City Council approved a Professional Services Agreement with Willdan Engineering to provide an Interim Code Enforcement Manager, in an amount not-to-exceed $100,000.
On July 1, 2025, the City Council approved a First Amendment to the Professional Services Agreement, in an amount not-to-exceed amount to $225,000 and to extend the term of the Agreement to end on June 30, 2026.
With the Professional Services Agreement about to expire, the City desires to continue to contract with Willdan Engineering for a Code Enforcement Manager. Sergio Verino was assigned to serve as the Interim Code Enforcement Manager, via Willdan Engineering, to provide supervision for the Code Enforcement Division on an interim basis.
In this capacity, Mr. Verino supervises six (6) code enforcement officers and has been helping the Interim Community Development Director identify new ways to improve division productivity. Standards have been established and are monitored for investigation of new complaints and re-inspections. Complaints submitted via phone, the City’s website and app are promptly logged into the permit tracking system. Mr. Verino has also ensured the Code Enforcement Division is more responsive to Council priorities by setting targets for officers to initiate cases, in addition to responding to complaints.
Due to Mr. Verino’s role in providing continued supervisory support to the Code Enforcement Division, the parties seek to enter a Second Amendment to the Professional Services Agreement, which will provide the required time for the completion of current projects and policy implementations. The Second Amendment will not change the scope of services; it will increase the amount of the contract by an additional $235,000 and extend the term to June 30, 2027. The total not-to-exceed amount of the contract will be $560,000.

FISCAL IMPACT
Adequate funds will be included in the fiscal year 2026/27 budget in Code Enforcement - Contractual Account No. 63050-43090.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The Code Enforcement Division has a need for high level managerial assistance for an extended period due to the management level vacancy. The Mayor and City Council are recommended to approve a Second Amendment to the Professional Services Agreement with Willdan Engineering to allow continuity of services and supervision of code enforcement functions.
