RECOMMENDED ACTION
Recommendation
Accept the subject project and authorize the City Clerk to file a Notice of Completion with the County Clerk-Recorder’s Office.

BACKGROUND
The subject project was awarded by the Mayor and City Council on August 14, 2024. The contract has been satisfactorily completed by All American Asphalt. The original bid amount was $1,296,853.00, and the final contract amount was $1,319,477.06 which is 1.74% over the original contract amount due to some higher construction quantities and change orders.
The work consists of:
• Construction of PCC curb, gutter, sidewalk, spandrel, cross gutter, driveway approach, wheelchair ramps with detectable warning surface (truncated dome);
• Removal and replacement of deteriorated pavement areas;
• Cold plan existing pavement & crack fill entire street width, placing asphalt rubberized hot mix (ARHM) surface course & conventional asphalt base course;
• Adjusting storm drain manholes, sewer manholes, water/hydrant valve covers, and traffic signal boxes, to finished grade; and
• Installing traffic signal loops, traffic control, signs, posts, striping, pavement marking, curb marking.
A portion of Magnolia Street is in the City of Fountain Valley. Its fair share for the improvements is $328,148.86, which will be reimbursed to the City of Westminster per the Cooperative Agreement approved by the Mayor and the City Council on February 28, 2023, and the amendment on September 25, 2024.
FISCAL IMPACT
The total construction cost in the amount of $1,319,477.06, for the contract with All American Asphalt, is budgeted in the following accounts:
1. 20002-002300 “Magnolia Street City Limit to Edinger,” in the amount of $100,136.
2. 55037-372300 “Magnolia Street - City Limits to Edinger (PMRF),” in the amount of $268,539.
3. 55037-372301 “Magnolia Street - City Limits to Edinger (I-405),” in the amount of $623,888.
4. 55036-361600 “Citywide Street Improvement (GT),” in the amount of $84,492.
5. 55037-372500 “Magnolia Street Improvements-Coop Agr-FV” in the amount of $242,422.06.
LEGAL REVIEW
The City Attorney’s Office has reviewed as to form.
CONCLUSION
The contract has been satisfactorily completed by All American Asphalt. It is recommended that the Mayor and the City Council accept the subject project and authorize the City Clerk to file a Notice of Completion with the County Clerk-Recorder’s Office.
