RECOMMENDED ACTION

 

Recommendation

A.                     Approve the plans and specifications for the 2025 CDBG Residential Street Overlay Project - Plan No: P-2665; and

 

B.                     Authorize the City Engineer to approve minor modifications to the plans and specifications to accommodate requested revisions from public safety and utility agencies; and

 

C.                     Authorize the Public Works Department to advertise and solicit construction bids for the subject project.

BACKGROUND

 

The project, which was approved by the Mayor and City Council as a Capital Improvement Project for Fiscal Year 2025/2026, will rehabilitate seven residential street segments within the Community Development Block Grant area. It is funded through the Fiscal Year 2025/2026 CDBG.

 

 

 

 

The scope of work includes:

 

                     Removal and replacement of non-compliant concrete ramps, curbs, gutters, spandrels, cross gutters, driveway approaches, and sidewalks;

                     Cold milling the existing asphalt concrete to a maximum depth of 2-inches and overlaying with new asphalt concrete;

                     Removing and replacing the deteriorated roadway structural section as shown on plans or as directed by the City Engineer;

                     Lowering and adjusting sewer/storm drain manholes and water valves to finished grade; and

                     Re-establishing pavement markings as shown on plans.

 

Per Westminster Municipal Code 3.44.120, the Mayor and City Council must approve plans and specifications for all public projects that require a formal bid process, in accordance with Public Contract Code Section 22039.

 

City staff has finalized the plans and specifications, which have been approved by the City Engineer.

 

The proposed project will rehabilitate the pavement on the following seven residential street segments:

 

1.                     Universe Avenue from Magnolia Street to the end;

2.                     Mars Street from Universe Avenue to the end of the cul-de-sac;

3.                     Mercury Drive from Universe Avenue to Galaxy Drive;

4.                     Jupiter Circle from Mercury Drive to the end of the cul-de-sac;

5.                     Milky Way from Galaxy Drive to the end of the cul-de-sac;

6.                     Neptune Circle from Galaxy Drive to the end of the cul-de-sac; and

7.                     Comet Circle from Galaxy Drive to the end of the cul-de-sac.

 

Advertising for competitive bidding and the bidding process shall follow the Public Contract Act and the Uniform Cost Account Act. In accordance with the City’s Procurement Policy, staff will present a recommendation to the Mayor and City Council for contract award.

 

The bid opening is set for January 13, 2026, with the expected award date on January 27, 2026. Construction is planned to start in March 2026, with completion anticipated in May 2026.

 

 

 

 

FISCAL IMPACT

 

Funding for this project is allocated in CIP Account No. 16510-162600 “CDBG Street Improvement Project FY 25/26.”

 

LEGAL REVIEW

 

The City Attorney’s Office has reviewed as to form.

 

CONCLUSION

 

Approving the plans and specifications, along with authorizing the advertisement and solicitation of bids for the project, will support the rehabilitation of the seven residential street segments mentioned above.
