RECOMMENDED ACTION
Recommendation
Approve a Third Amendment to the Professional Service Agreement with City Advisors, LLC, to provide as-needed professional planning services, to increase the contract amount by an additional $250,000 for an aggregate amount of $550,000, and to extend the contract until June 30, 2027.

BACKGROUND
Effective February 5, 2024, the City Manager approved a two-year Professional Services Agreement with City Advisors, LLC, to provide as-needed Planning Division support services, in an amount not-to-exceed $100,000.
On December 9, 2024, the City Council approved a First Amendment to the Agreement which increased the total not-to-exceed amount to $300,000.
On January 22, 2026, the City Council approved a Second Amendment to the Agreement which extended the contract end date to December 31, 2026.
Stephanie Tomaino, Managing Principal for City Advisors, LLC provides on-call principal-level professional planning services to support both current and long-range planning functions for the City. Her current scope of work includes managing discretionary planning applications, including major entitlement projects such as the proposed mixed-use development at the former Westminster Mall, overseeing billboard planning applications and implementation of the City’s Billboard Ordinance, and providing technical and project management support for long-range planning initiatives, including the sign code update. Ms. Tomaino recently completed managing the Citywide Zoning Code and General Plan updates, which involved the expansion of mixed-use zoning districts, increasing the allowable residential density within the zone, and establishment of residential preservation areas.
Ms. Tomaino also currently provides ongoing project management support for entitled developments through plan check review, including the IONNA electric vehicle charging station and the Westminster Reliability battery energy storage system.
The Third Amendment will not change the scope of services; it will increase the amount of the contract by an additional $250,000 and extend the term to June 30, 2027, in an effort to align the contract with the fiscal year. The new total not-to-exceed amount of the contract will be $550,000.

FISCAL IMPACT
A significant portion of the cost will be offset through payments from developers who have entered into Reimbursement Agreements with the City to process their development applications. Adequate funds for Fiscal Year 2026/2027 are available in Account No. 61050-43090.

CONCLUSION
Staff recommends that the Mayor and City Council approve the Third Amendment to the Professional Services Agreement with City Advisors, LLC, to continue providing project management support for major City initiatives, including the proposed Westminster Mall mixed-use development, and to assist with long-range planning efforts. The Third Amendment provides additional funding and an extended term for as-needed professional planning services in support of the Community Development Planning Division.
